The District pledges to the holders of any bonds or notes issued beneath this chapter that the District won’t limit or alter rights vested in the Agency to meet agreements made with the holders thereof, or in any manner impair the rights and treatments of such holders until the bonds and notes, along with the curiosity thereon, with interest on any unpaid installments of interest, and all costs and bills in connection with any motion or proceedings by or on behalf of such holders are totally met and discharged.
